Hello plumplemming,

welcome to the Polycom Community.

This message points to a SIP 3.2.x release or older but I am unable to fully confirm your version or your type of Polycom phone as you did not post this information.

 

From the SIP 3.2. Admin guide that can be found => here <= Page 5 - 3

 

"

SIP Application Error Messages


Config file error. Error is <Hex #>


If there is an error in the configuration file, you will not be able to reboot the phones.

You must review the provisioning server configuration, make the correction, and reapply the configuration file by restarting the phones.

This error also happens when phone does a restart (not a reboot) and finds a newer version of BootROM or application; this triggers a reboot. Usually this error is self-recoverable."

 

Above points to an issue where your phone is unable to load its configuration properly.
