Intermitte nt issue when dialing out

Hi,
I got IP450, i have to dial several times or i think 6-7 times before I get connected but this happens intermittently. Sometimes I would just dial once and it would get through right away.
Any ideas?
I rebuilt the file and reset local config and file format system but that doesn't resolve the issue.
