Is it possible to place a call from androied phone to any polycom endpoint by using a VBP as we have no CMA in picture??

Yes - there are 2 products with this functionality: VBP-E and VBP-ST.
The VBP-E will allow other video devices to call through the VBP-E to reach internal devices. It also provides internal devices a route through the network to reach external vide devices without having to transverse a data firewall which does not understand H323 video calls.
The VBP-ST will provide an external gatekeeper which external devices can register. This devie will proxy the registeration request to your internal gatekeeper. External users will then dial an internal video device as through they are on the network without any change in the existing dial plan.
You mention the CMA. The CMAD client can't be used in a stnad-alone fashion as it must register to the CMA applicance. For external CMAD clients, this is made possible wiht the use of the Access Proxt feature on the VBP-ST. So as long as you don't want to use CMAD clients, then you can use either product to accomplish your goal.
