Yes, we are operating Exchange in a hybrid environment, so when messages left our on-prem Exchange and went to Office 365\Exchange Online, the TNEF encoding was stripped.  In order to fix, launch the Exchange Powershell module:

 

Get-Remote Domain

Locate the domain in question (or if this is a new external domain you want to preserve TNEF for, New-RemoteDomain)

set-remotedomain -identity <domain to be altered) -TNEFEnabled $true
