Is there a way to either lock the URL for MOH on a provisioned SFB vvx phone or disable the user's ability to change the URL?
We are having issues globally with this, we can't have users picking MOH music. I have the provisioning server setting MOH to enabled and using the polycom file but users can change the settings and they will override the "config" since "local" phone changes take precedence.
Also, being able to permanently disable MOH would be acceptable for the time being.
Any help is much appreciated.

Users can change the MOH settings by going into "Settings-Features-Music On Hold"..
They then have two options "Music on Hold Status - Enable or Disable", "Music File - URL".
They can change both settings and the phone does not reboot so blocking override files will not work to solve the problem.
Can I block access to the features menu? I dont see anything in the admin guide showing a command for it.

The feature menu cannot be locked at present and you would need to raise a feature request.

One last thing, Can you password protect "Settings" or hide that button? I dont think this is a good idea, but we are looking for a fix.
I see that there is a user password you can set but it doesnt look like that would do the trick.

You cannot password protect the settings menu. You can password protect the basic menu via up.basicSettingsPasswordEnabled
