We have updated to 5.8.0.12848
Phone Model: vvx411
Backend: Skype for Business Online
Reverse Name Lookup (RNL) is configured but is not working regardless of setting.
up.rnl.priority="ABS,outlook,sip,local"
No matter how this is set the phone does not use the feature. https://documents.polycom.com/bundle/ucs-sfb-dg-5-8/page/r2493071.html We really need RNL on the phones to work the same as the Skype for Business client in regards to caller ID.
The link I gave states it is off by default but if you check a phone that does not have up.rnl.priority="ABS,outlook,sip,local"
Set it is actually still configured.
This leads me to believe there is another setting (undocumented) that enables its and up.rnl.priority only sets the order of priority.

I confirm your perception. With release 5.8.0.12848 RNL is not working anymore here at our site. With the first 5.8.0.* release the feature worked as expected.
For us the ABS lookup is the primary source.
