We just migrated from Lync 2013 on Prem to Skype for Business 2019 on Prem. Since migrating our users, we have encountered an issue with our VVX 410's and 411's constantly requesting and downloading configs from the provisioning server.

We see this behavior on multiple UCS versions including 5.9.6.2327,5.6.0.17325,5.5.1.12442.

We're using DHCP Option 160 to specify the provisioning server. I have recreated master cfg and customization cfg files from the templates included with the firmware downloads. Even without any additional settings included, this issue persists. I've tried two different provisioning servers (both which worked prior to the migration, and the both display the same issue.

One thing I've noticed is that when we have users assigned to a S4B 2019 Registrar pool, we see this behavior, but in our remote locations where we have S4B 2015 Survivable Branch Servers and users homed there, we do not see this issue with the polycoms. If I sign the skype for business user out of the polycom, it stops trying to update from the provisioning server until someone signs in again. Factory resets have also had no impact.

S4B 2019 is on Windows Server 2016 and S4B 2015 is running on Windows Server 2012 R2 for what it's worth.

I have a filezilla server running as an FTP provisioning server on 2016 and 2012 R2 servers, both which display this issue so long as the user is homed to a S4B 2019 server.

I enabled debug logging. In the Audit Log I just see this entry every couple of seconds:

Aug 18 12:54:52 2020 |0004f2dda55a|Provisioning server config update requested

I attached the App Log.

MAC of one test device is 00:04:F2:DD:A5:5A

I tried to attach the phone backup file but it was automatically removed.

Any help would be greatly appreciated. I've been trying to figure this out for almost two weeks and the challenge it presents is that it causes the server's CPU to dramatically increase and create some performance issues because of all the devices constantly hitting the provisioning server.

Hello @FPI_MHO ,

Such -018 SKU would use DHCP option 161 and not 160, therefore, you must be using -025 SKU instead.

As outlined above Poly reserves the right to audit an installation as you are using phones without the relevant license.

For your actual issue please see:

Feb 02, 2016 Question: How can I prevent a Poly Phone to be downgraded/upgraded automatically via Skype for Business and/or Office365?

Resolution: For Skype for Busines please download, unpack and import the attached LyncProvisionDeviceParams. For Skype for Business Online / O365 in addition please set the EnableDeviceUpdate to false as explained => here <=

Please ensure you have the right licenses in place and if required purchase the relevant numbers to cover your installation.

Hello @FPI_MHO

using DHCP option 160 tells us these phones are not a Skype SKU.

Please be aware of the following when utilizing UCS 4.1.0 or later:

The use of Polycom UC Software versions 4.1.X (“Software”) requires the purchase of a separate Software license for every device that will use the Software in a LYNC / Skype for Business environment. You may not install, access, or use the Software in a LYNC / Skype for Business environment on more devices than are listed on your license until additional licenses have been purchased and authorized by Polycom. These licenses should be purchased from the same company from which you purchased the devices. You may operate devices against a LYNC / Skype for Business server for trial purposes for up to 30 days without purchasing a license. Use of the Software is subject to the terms and conditions of the End User License Agreement.

Polycom reserves the right to audit your deployment to verify that you have sufficient licenses to match the number of devices being used.

Information in regards of License Part Numbers can be found here

The above means that for all your phones we need proof that you have purchased the separate license of $15 per phone to be used with Skype for Business.

Best Regards

Hi Steffen,

I eventually found the invoice for what we purchased numerous years ago and it shows that we purchased a MS LYNC EDTN device with SKU: 2200-46162-018.

Would this sku still require a separate license?

Would this sku behave differently that it would not be able to use DHCP Option 160 to config the provisioning server?
