RPM not responding to SIP PUBLISH

I'm registering a Xoom LTE using SIP to a Cisco VCS-Expressway. The REGISTER works, but when the VCS sends a PUBLISH message, the RPM application does not respond to it and the VCS times out the registration.  Can someone identify why the PUBLISH is not being responded to?

I have captured a BugReport on the Xoom tablet when this issue occurs.  Who should I send it to?
