We have VVX301 that get their config files / firmware from ftp.domain.local We have DHCP options configured to point the server. We know this communication is working because the device will get some configs and upload application logs.
If I focus on a sample phone:

This contents of the POC folder is for version 5.7.1.2205, and the subfolder 5.8.1 contains 5.8.1.7278. I move files back and foth to the root of POC folder when testing.
the only way i can get the phone to update to the version in the root of the POC folder is to do a factory reset on the phone. Our gol is to just drop the new files in the folder and within 24 hrs the phone would auto check in then update or worst case on next reboot.
What am i missing? In "Updating firmware via provisioning server" post I see there was instruction on setting:

Please be aware of the following when utilizing UCS 4.1.0 or later:
