If I connect second monitor output to TV through s-video cable, I have on this TV black&white picture - from doc-camera or main camera or VGA source. If I connect this TV  through the SAME s-video cable to another s-video source - I have color picture.

WHY ???

S-video cable  very good - KRAMER C-SM/SM-25.

This is generally that the S-video is using componsite instead of S-video.  Please make sure that the cable being used is an S-video cable and is connected to a port on the TV waht is configured for S-video and not composite video.
