I know that the HDX 9000 is a rack mount model, but I want to verity that it is OK to use the HDX 7000 on its side (horizontally) installed of the typical vertical install. Obviously we would not block the ventilation holes.

It's fine to lay on it's side.  You might want to remove the foot plate (two screws) before you do it.  Also, if you look in the Polycom price book there IS a 19" shelf specifcally made for the HDX 6/7/8 for horizontal installation.
