Not sure which version this started with but it's there in 3.0.3.1-19040.

In a perfectly good  IP call where PVEC & LPR are not activated, video & audio lok & sound great why do I see a 49.9% packet loss on either side quicly rising into the millions.  Is it a bug?

No it is not a bug.  The HDX does not cause pack loss it only reports it.  Some reasons for packet loss are:

No QoS

lack of bandwidth for current traffic

packet inspection by some firewalls

poor physical connection
