International ISDN incoming call into HDX 8000 not working. Can HDX be the cause?

Running HDX 8000 r. 3.1 in California and it's not accepting a point to point call from another Polycom unit in Japan.  The HDX 8000 in CA can dial out to Japan.

I checked with the long distance carrier and the ISDN line is configured for video calling.  I do not know what system is in Japan.

Is it possible that the problem is on the Japan side?

if using quad BRI module, check order of connection:

  first isdn line      to port #1 of QBRI module

  second isdn line to port #2 of QBRI module and so on... and in any case see logs at telephone station during incoming call
