What do I need to initiate (establish) a call from a private IP camera to a public IP Camera?

The situation is: one VSX7000 with a public static  IP, and another VSX7000 at home with a home router.

Of course the initiator has to be the home user, but the connection cannot be established, though it tries.

 

It reaches the other side, but no video. Which side of NAT setting needs to be adjusted?

(There is practicallhy no NAT system on the public static IP side. It is directly connected to DSL router)

 

In the beginning, I did not think any adjustment was needed as long as the home user intiated a call, but it does not seem to be case.

 

I cannot have a connection between VSX7000 public static IP and RealPresence Desktop.

Please help.

There is either a firewall in place or a router is blocking the UDP packets.
