CX600 transfer issue

When a call comes in and transferred to a user who has a CX600 (while not logged in), the call is bounced back to the user who tried to transfer the call instead of going to the intended users voicemail box.

 

Upon further review, when the call is coming into the CX600, there are 2 options... Answer and Ignore. (the security lock on the phone is Blue)

 

For a working CX600 phone where the call goes to voicemail, when the call comes into the CX600, there are 2 options... Answer and Send to Voicemail. (the security lock on the phone is Gold)

 

What is the difference between the Blue and Gold securiity lock on the phone? If i can better understand that, i'm hoping it will lead me closer to resolving this issue.
