 I have an odd case where when 10 or 11 is dialed while the phone is offhook (Not using the onhook and Send method), the phone sends an INVITE although there is nothing matching in the digitmap.  Of course the SIP server responds with 484 address incomplete.  The phone then asks for more digits.  See digitmap below:

Why is the phone matching 10 and 11 and sending an Invite?

ETA:  The phones are Polycom 650s with Bootrom 4.3.1.0440 and SIP 3.2.4.0267
