Polycom IP 7000 - can't conference in a third party, get back dial tone

I've had this problem before but can't remember how to resolve it!  Trying to conference in a third party on a SoundStation IP 7000 but when trying to conference in a third party, get back dial tone after dialling the number.

 

Any ideas please?  We're using Mitel MN3300, have resolved in the past but can't remember the resolution :-(
