Received Phones from Vendor, Can't Activate (VVX 400/410)

I received our phones on 3/16/15 and tried to activate them.  When everything is plugged in correctly, ACTIVATE does not appear on the display.  It only says inactive.  I don't know what I am doing wrong.  We have Metrocast cable as our ISP with a new modem.  I just purchased a new WIFI router from Netgear (StreamPro AC1200).  What should I do next?
