Reusing IP 550 phones from 8x8

We recently moved our phone service in-house from 8x8 and we are reusing the phones from 8x8. These phones are IP 550. Before we can reuse the phones, I reset the phones to factory defaults and now I am getting strange behavior.

When I try to dial an extension like 11x or 10x, I get the a busy signal. If I do not pickup the handset, enter the number and press dial, it works. This only happens when I pick up the hand set and then try to dial.
