Now, before someone gives me the stock links to the documentaion (which I have), I would like to know how to do a couple of things.
The device does not function properly, IE it will not bring up a web interface at all.

Hello Daren Daigle,
I can only apologize as I could have sworn I read SoundPoint instead of SoundStation.
The good news is the SoundStation IP 6000 is compatiple with the Cisco CUCM.
For this you need:
You do not need:
The Web Interface is accessed via: HTTP://IP_of_Phone or HTTPS:// P_of_Phone
Nothing else is needed. The Password and Username are documented in the FAQ that you are already familiar with.
If the above fails please use Google Chrome or Firefox instead.
If this all fails you are welcome to wait for other community members to further answer your post.
If this fails please contact your Polycom reseller for further support in order to raise a support ticket as they need to do this for you.
If this is some sort of an Internet discounter please post your phone's MAC address so I can look up who would be able to support you.
Please ensure to provide some feedback if this reply has helped you so other users can profit from your experience.

Hello Daren Daigle,
welcome to the Polycom Community.
Could I kindly inform you that the SoundPoint IP is unsupported for the Cisco Call manager ?
Only the SoundStation IP, the SoundStructure VoIP card and the RealPresence Trio have been interoperability tested against the CUCM Platform.
Now that is cleared up the community's VoIP FAQ contains this post here:

Thank you for the stock answer I have found about 30 times searching.
The documents provided do not tell me what the correct bootblock is correct for and SoundStation IP 6000.
Also, i am not getting a web interface. If i type http:/ipaddress/asdf, i get a response about authorization failed and then i get a link to a http:/ipaddress/login.htm and when i click it, i get page not found.
I have done things like a factory reset, I have formated the filesystem and allowed it to download everything again. I still continue to NOT get the correctly functioning device.

you need any xml editor to edit the .cfg files. I use this one-
