ok, I have spent a large amount of time on this and have tracked the problem down.. I just am not sure what is causing it.

 

--> device.sntp.serverName <---

 

For some strange reason I cannot get this to set. The phone clearly gets the NTP server because after boot the time is set correctly and the correct time zone. HOWEVER, if I log into the web interface of the phone Preferences > Date & Time Under "Time Synchronization" SNTP Server is empty. If I set the to one of the choices, the contact directory updates just fine.
