To my own personal knowledge, this is only a feature of the next Obi Software 6.4.0 which is yet unreleased.
Once this is released the option to load this via a USB stick will be available.

You can actually change the background picture on a VVX 250 OBi Edition with firmware 6.3.1 by logging into the web admin page, then selecting "User Settings", then "User Preferences" and in the parameter "BackgroundPicture" enter a URL (HTTP or HTTPS) to a picture file or the path name. We will be adding support to update the BackgroundPicture, via USB, in 6.4. Hope this helps.
Thank you. Does that upload the picture to the phone, or does it continually reference the URL to display the image? There could be advantages to that.
Update: I added a jpg image to our server, 320x240 pixels, added the URL as you described. It is not showing up on the screen. Attached is a screenshot of the configuration page. Here is the URL to the image:

We configured the same URL you provided onto one of our phones, and found that it also did not update the background picture on our phone. We then made a copy of your image, and hosted the picture on our HTTP server, then re-configured the phone with our server URL. This time the background picture on our phone updated with the new image. We suspect your server is not allowing the phone to fetch the file.
I just uploaded it to a webserver on the LAN, and it does not work.
The image is accessible from a URL in any browser, both locally and the hosted server I sent before.
I am connecting using the USB WiFi adapter.

we cannot remote diagnose your network as we are not sure the WiFi you are using has the same abilities or access than a PC using this. There are firewalls and network routing to consider.
The next official step would be to open a support ticket.
In order to raise a support ticket, you need to work with your Poly reseller as they may need to do this for you.
End Customers are usually unable to open a ticket directly with Poly support.
If this is some sort of an Internet discounter providing your MAC address or your Poly devices serial will enable us to look up who would be able to support you. This may not be who you purchased the Poly device from.
If the unit is no longer within the warranty please be prepared to Pay Per Incident / PPI. This is all outlined in detail here
