I don't know if it is releavant to post there.

Is there any Web User-Interface in order to provision PolyCom phones ?

Just a simple interface that's generates xml configuration files.

So no one has developped a program/website in order to do that.

May be I'll developped an web interface ... It's more easier to manage phones, make bulk import/export, bulk change

not that I am aware of it as a stand alone Solution.

 

Many of our partners have their own interface integrated within their SIP Platform which then builds the configuration files accordingly.
