I would have liked to keep this discussion around the actual topic and not why Polycom ships Phones with a certain Software.

To capture what has been discussed:
- Polycom ships Phones with a working software version that suits most Users and partners.
As an End Customer you may be required to either upgrade or downgrade the software in order to suit your own requirements.
I hope the above contains enough detail to finally finish this off topic conversation.
1.) The question is not off-topic -- the OP has asked the question if Polycom ships phones with outdated software and I answered the question.
2.) As and end customer I _am required_ to upgrade software if I need support. That needs to be clear if someone buys Polycom phones.
I think with this answer OP's question whether Polycom ships phones with outdated software or not is answered sufficiently.
